Unfortunately any playable pedal harp will be expensive- however they *do* count as portable instruments and as such if you are in the UK and buy through school/LEA you can probably avoid VAT. This means buying a new harp (say £5000 for a 3/4 pedal harp excl VAT, Salvi Daphne, Camac Clio, Pilgrim Progress or Aoyama something-or-other) is about the same price as a buying a used one. The cheapest 2nd hand one I have seen a listing for is a Grecian with 'mechanics a little noisy' at www.pilgrimharps.co.uk, but still £4200.
Yes but Barbie harps are backwards- not a good habit to get into.
Good luck!
